What is it?

The USCG UPV (Uninspected Passenger Vessel) Examination is a voluntary safety inspection offered by the United States Coast Guard for Uninspected Passenger Vessels (UPVs), often referred to as "six-packs." These are typically vessels that carry six or fewer passengers for hire, such as charter boats for fishing, tours, or other recreational activities. Though UPVs are not required to undergo the same stringent inspections as larger vessels, the examination ensures that these vessels meet minimum federal safety standards.

By staying up to date with a 2024 USCG UPV Examination, vessel operators ensure compliance with current safety standards, fostering trust with passengers and promoting safer maritime practices.

Vessel Documentation:

The vessel must be properly registered and documented, including a valid Certificate of Documentation or state registration, depending on its use and size.

Navigational Equipment:

  • Navigation Lights: UPVs must be equipped with working navigation lights if operating at night or in low-visibility conditions.

  • Charts and Compass: Updated nautical charts and a functioning compass should be available.

Emergency Procedures:

The crew should be trained and prepared to handle emergencies such as fires, man-overboard situations, or severe weather. The vessel must also have an emergency plan in place.

Crew Certification:

The captain or operator must hold a valid OUPV (Operator of Uninspected Passenger Vessels) license, commonly referred to as a "six-pack" license, issued by the USCG.

Pollution Prevention:

The vessel must comply with regulations for waste discharge, including the proper disposal of trash and pollutants, as well as any applicable MARPOL (Marine Pollution) requirements.

Safety Equipment:

  • Life Jackets (Personal Flotation Devices): The vessel must have a sufficient number of USCG-approved life jackets for all passengers and crew members.

  • Throwable Devices: At least one throwable device (such as a life ring) is required.

  • Fire Extinguishers: The vessel must have the appropriate number and type of fire extinguishers onboard, all in working condition.

  • Visual Distress Signals: Vessels operating in coastal waters must have USCG-approved flares or other signaling devices.

  • Sound Signaling Devices: Horns or other sound-producing devices must be present and in working order.
